For Venmo and PayPal payments, the toggle to have the donor cover the processing fee currently defaults to "off," meaning that a donor who wants to cover the fee actively has to click the toggle. I would love if there was an option for organizations to set that toggle to "on" as a default, so that donors will actively have to click the toggle if they don't want to cover processing fees. I'm not suggesting that the default toggle setting be switched to "on," just that each organization receive the capability to set the default themselves based on their needs and their donor base.

Is there a way to integrate the "In Memory Of" or "Dedicate This Gift" to show on Stripe order report?

The transaction ID in GiveLively reports is not something that is reportable in PayPal. It would be helpful if this could be updated to the true transaction ID from PayPal (I suspect that right now it is the order ID). I can provide examples if that would be helpful.
